Governor John Willis Ellis (November 23, 1820-July 7, 1861) preceded Governor Clark. When President Abraham Lincoln demanded the governors of the states still remaining in the Union to furnish 75,000 militia, Governor Ellis replied, "You can get no troops from North Carolina."
