North Carolina Governor Henry Toole Clark (1861-1862)
William H. Thomas initially corresponded and petitioned Governor Henry Toole Clark (1861-1862) with the desire to recruit a Confederate regiment "to defend the passes of the Smokies."

Thomas to Governor Clark, May 25, 1862, Thomas asks for authority to raise Indian battalion (increase the company to a battalion).
